No, a priest can't adopt children because he is to be dedicated to his church. And yes a pastor can have sex as long as it is with the woman he's married to.

Only Catholic Priests are prevented from marrying and thus having sex. Pastors are usually married and have sex.

no, to the first part of your question (they can but don't due to the vows) assuming you are speaking of Catholic priest, yes, to the 2nd, in most churches
