Lazy is a perjorative term. Lazy could mean unmotivated, but it could also mean that they are a highly motivated slacker. Maybe time off is what motivates them!

It really depends though on what way they seem lazy and their reasons for that behavior. Depression could be an issue, but perhaps it is something else.

In behavioral psychology (BF Skinner), a behavior occurs when a stimulus is presented that is sufficient to reach or surpass the threshold at which a behavior would occur. For example, perhaps you use electric shock. What level of shock do you use? The level that motivates them will determine how much.
Say, on the other hand, you are talking about money. How much money motivates them is how much you will need to pay to get them to move.

Ok, so far this sounds like circular logic. What else do we need?
One thing that modifies the threshold is deprivation. For example, suppose you think Bill Gates is lazy about doing your homework for you. You offer Bill Gates $5/hour to do your homework, yet he just won't get over here out of Kenya to do it! That lazy punk! Of course, Bill Gates already earns far more than $5/hour even if he did practically nothing today, so the problem is that you're not offering anything he needs.

Now let's suppose that you have locked your bother in a cage and not fed him all day long and he's grumbling about being imprisoned and hungry and needing to pee. You could offer him his freedom if he does your homework for you. Given no other alternative and not wanting to wet himself or start eating his own arm, he might be highly motivated to do the work. Or he might be holding out for rescue. Either way, imprisoning your brother like that was not very nice of you.

Now suppose the person you are trying to motivate is a low-paid employee that can barely pay their bills, let alone get proper medical treatment if they need it. They might be motivated by almost anything of economic worth because they are in bad shape, UNLESS someone else can offer something better - then they go around you.

So, as you can see, they are probably not really lazy, but just unmotivated.

On the other hand, the person might be dead. You should check their pulse if you do not get a verbal response from them. Dead people are indeed very lazy just lying about like that and it seems like nothing at all will motivate them, so it's probably better to just bury dead people and not worry about it.

Sometimes people are genuine, "couch potatoes" or lazy slobs...at other times, though, people may just need someone who is willing to involve them...when they see someone expressing genuine interest in them...you may see a change...like the question, "how do you catch a unique bird?" 'you "neek"' up on them...Sometimes doing the unexpected (with good intentions) can cause a change...

Pump 'em upsdie their head. Lovingly. Lazines is a very subjective thing. Some are going fast and seem very busy... going nowhere fast doing nothing significant. People that live in glass houses should not throw stones.

Offer a reward, subtle, not obvious. "Honey, as soon as you get done mowing the lawn I'll have you a nice cool bath ready with a tall cold beer and then I'll give you a backrub and massage." for example. Good Luck.

light a fire under their butt. take away all or the things that facilitate their lazy, trifling behavior, including yourself if you are a 'safety net'. if you stop enabling a situation, the person has to either step or step off.
