If you're not communicating with the Internet at all, then they can't. But if you are able to communicate and connect through your modem to the basic network, but simply cannot reach you're ISP's home page, DNS server, etc., then your ISP is still able to communicate back to your computer directly and through the remote access program they are sometimes able to correct some settings that may be giving you problems. They in fact take over control of your computer for a short period and can view everything on your computer just as though they were sitting at your desk.

I'm guessing this may be what you are asking.

u don't need internet server when u r fixing the computer (hardware).
