Try your local Amazing Savings, Target, Wal-Mart, or dollar store, etc. Often, they carry overstock quality products from more craft expensive stores, and they sell it for much less. (I bought one brand, Ms. Elizabeth's, at a dollar store; it cost me one dollar for six beautiful coordinating 12x12 pages.)
Or, you can go to a craft store, like Michael's, A.C. Go to hobby lobby and look in the clearance section and you will find a lot of paper. I bought this really thick book that has different designs that does not look antique for $15 But for other scrapbooking stuff buy from walmart.

JoAnne Fabrics has sales on their 12x12 scrap packs regularly. You can also use the coupon on the circular in the Sunday paper to get 40% off if they aren't on sale.
The scrap packs come in several groupings of colors (card stock) and also pictures/patterns. Some of the patterns/pictures are antique-like, but others are not (clouds, trees, etc.).
They can be purchased for as little as $10 a pack (~100 sheets per pack) when on sale.
You can also check Michaels craft stores as they have some scrap packs, but they also do regular sales on single sheet paper (and also have a coupon in the circular with the Sunday paper), sometimes as low as 4 for $1.00.

Michaels & A.C. Moore is my favorite. They have paper for like $.50 a sheet and they are really cool prints. Rag Shop has cheap paper also but not as big as a selection. Target is okayy.

Wal*Mart is tops for me...but check out Joannes...Micheals...A.C.Moore...even some dollar stores have a small amount. Walmart has a new collection that makes it much nicer and less expensive, but for the most variety check out A.C Moore

it's not scrapbook paper....
but I have gone to Home Depot and asked if I can have their old wallpaper sample books. It's usually not a problem, they usually just throw them away anyway.

Any supermarket. Though, have you heard of the stores Magicastle and Morning Glory? They have cool papers for mostly girls, but some boys'.
