Vinegar is 5% acietic acid in water, also called ethanoic acid. IT is basic, but the Ph is too near neutral to mess with anything badly. Note, though, that pure acietic acid is caustic.

yes it is acidic, a way to tell is to use a pH testing strip, you can easily find them at any aquarium store. but make sure to get ones that range from 1-14.

No, its not but rather, its so basic that it goes thru the ph scale and goes back to acidic. lol.
