I am not sure of any exact ratio, and I've not spent one second researching this, but due to the fact that most men are either too lazy to do it, or think that it's too effeminate, it would have to be heavily favored toward women. Probably 100 to 1.

Just a guess, 20 to 1. Maybe more guys have tried it at one time or another, but I bet fewer consider maintaining it. We experience enough crotch itch as it is. Women just have a higher tolerance for suffering in the name of hygene.
Speaking from a guy who did it once. Also, if it counts, my cancer drugs made most of the regrowth fall out.

Of the men who shave their pubes most of them are gay. Very few heterosexual males shave their pubes.
