Sometimes you don't know, maybe you should make the first move. Just know that that you risk rejection. I wouldn't dwell on that though. Always remember that you won't know until you ask.

well he may kinda smile at u whenever he looks at you,he looks at you often,he acts weird infront of his friends because his friends may not like you and they would think its stupid.he talks to you sometimes when his "guy friends" arent around. then if he kinda flirts with you and a lot of other stuff like above then i think its probably safe enough to hang out. but hang out often get to know him then probably ask him out

by thw way they look at you,by the softness in the tone while talking to you,the holding of the gaze, and the body language.
