Ice cream abuse came about because of coupons. It doesn't have to be ice cream, but they are the ones getting hit with this problem.
There are internet sites out there that offers "free" coupons for free scoops, or extra scoops, or things like that!. Unfortunately, they are not "legal" coupons...but that never stopped anyone from printing one out, and trying to get a free whatever.
Of course, when they don't get it, they make a big fuss, and the term "ice cream abuse" came about.
I guess what I'm saying is that it means "False (or illegal) coupons.
