it doesn't cool down the house and my electric bill is outrageous?

here are 2 things to check,, when is the last time you changed your air filter? Their good for 1-3 months depending on type. Check the condenser section outside, is it covered with grass, dog hair or any other type of debris. It works like the radiator on your car, needing to be able to relaease the heat before can take in more, a quick test is to grab the small 3/8 inch freon line off the unit, if its hot to the touch you need to clean the unit. Just wash it off with a garden hose. The other thing is that its low on freon, then you need to call an a/c repair company to top off the charge.

Sounds like you need a repairman to check the freon. Hopefully, that is it or wose, you need a new one. I just got rid of my 31 year old one that ran most of the time. The new one cools so much better and my electric bill is down about $100 per month.

Check the coil in the furnace. I had the same problem, and it turned out that the coil was covered with ice, not making it very efficient. Also change the furnace filter. If that doesn't work, get a professional to check it out

Maybe you have many draft areas in your house, allowing the cool air to seep out.

Change the filter. And check for leaks around doors and windows where you may be losing cold air.

Maybe the vents are clogged up. Has it always been like this?

Plus, like someone else said, you may need to replace the insulation.

Flip the fan to auto if you have one on the thermostat and change the filter.

many items to trouble shoot: dirty filter, thermostat setting/wkng properly, room/rooms leaking your cool air, not enough btu's per sq. ft. you can check these items yourself. I think about 5000 btu's per 100 sq. ft.
