It's better to exchange it in the country you are heading to. It will probably be cheaper in the long run. Some countries charge a currency transaction fee besides that if you exchange it in the country you are going to, you are decreasing the risk of getting ripped off by the other country.

I'd wait until I get to country B, know what the exchange rate is before I go, if I'm using a translator/tour guide, ask them where is a good place to exchange, and use that place. I routinely travel to Russia and can get around 2 extra rubles per dollar when I exchange at there in Russia as opposed to the exchange rate the banks offer here. The exchange place here will make a profit based on America's concept of a dollar as compared to the exchange place in the foreign country making a profit based on their idea of money. And, in Russia, it currently is around 28:1.
