Do contries with symbols as letters have different characters on their keyboards?

I just found this the other day as I was typing some German phases. Maybe this will help you. They are keyboard shortcuts to international symbols.

The question itself is worded wrongly. The question would be better asked as "Is there an international system of character recognition?". The way keyboards work is, they have what is called a "key map", which is basically a map of what key inputs what number. The numbers which represent the keys on the keyboard are in the form of "ASCII", American Standard Code for Information Interchange. Most languages have their own character set. Each character set has another map of characters which correspond to the ASCII codes. The standard North American character map uses 65-90 to represent uppercase letters, and 97-122 to represent lowercase letters. There are two main keyboard types in North America. QWERTY and Dvorak are those main ones. QWERTY is the most common keyboard, and is found in most homes. QWERTY replaced Dvorak while typewriters were still in wide use, because Dvorak was often so easy to use that the typewriters would jam.

Keyboards are international...Other countries have the keys and a different order. Symbols can be substituted for letters on a keyboard. The letter you press on your keyboard translates into a letter, symbol on your computer screen.

YA other countries do have differnet keyboards. When installign Windows, windows asks what type of keyboard you have and whant country you live in nad what language the keyboard is in. But most computers even in different countries have a normal US keyboard.
