Google Book Search has quite a number of books that you can look at. However, depending on what you're looking for the selection may not be as vast as going to your local library but you do get to look inside a number of books.
Also, Amazon has it listed on some of the listings for books a chance to look inside the book.

If Amazon allows you to look inside the book, you can get as far as the Table Contents and further. You will also be able to choose 'random page' selection, which will allow you to get a feel for the writer's style. This is very important to me when choosing a book, because if I can't stomach the language or style of the author, I probably won't enjoy it, no matter how highly it was recommended.

Typically the books you download from the net are encoded using either Adobe Reader or the MSN Book Reader (the name of which I forget now). The site you purchase the book from will tell you what software you need, typically, though if you downloaded it off a peer-to-peer system it is likely in the PDF format, so you need the adobe sofware.

If you want to read them remember latest not free. In search block type free ebooks That should keep you busy for awhile. Some are pdf so you will need the Adobe Reader its free for download

Many public domain books are widely available. Otherwise, not many are available at all. It would hurt authors and publishers to have their books in their entirety available for free.
