Because the dissidents are not motivated by money or anything like it. They are motivated by religious extremism and hatred of anyone that does not do what they tell them to do. They have no tolerance for those with opposing viewpoints and hate people that try to take their power away. The only thing that will stop people with that level of hatred is a bullet between the eyes. Also, even if you did initially bribe everyone, these lunatics have no honor and do not hold a deal between themselves and "infidels" as binding, so they'd kill again anyway.

The people we are fighting want all infidels dead. They don't want our money.
Why do you think we are no closer to peace now than 2 years ago?
Two years ago Iraq had no government. They now have a duely elected president, a complete unity government, a police force, and a millitary of thier own. All made possible by the U.S.
Two years ago Zarqawi was swearing allegiance to Al Qaeda. Now he's roasting in Hell and, acording to his own writings, both Al Quaeda in Iraq and the insurgency is on the verge of colaps.
I could be wrong, but it sure looks to me like we are alot closer to peace today than 2 years ago.

Mr. Cool is an idiot. He said that we have lost less lives in this war then in any other war. That is a clear lie. The truth of the matter is that this is the second longest war in US history, the longest is Vietnam. We have lost over 2,800 troops and counting. I am just glad that Mr. Cool is aware of these numbers and thinks he is a good American

Why bribe anyone. Saddam would have SOLD it too us for less than what it will cost us to attain peace. He could have bought France with the money that we would have paid him. Bad example ...No one wants FRANCE.
