Yahoo! has partnered with SBCglobal. This is most likely from someone with cable internet at home through SBC.
The star probably signifies that the mail has been verified, the sender and contents were verified by the company and it is legitimate.

with the star it means they have signed up to a yahoo servcie
I think it costs about £10 a month ($18)
You will notice they have a different avator (picture) as well

Because Yahoo is their ISP. They pay Yahoo for their internet service. And it is a little cheaper than most...but like their free services...you get what you pay for. I wouldn't get it unless you can't afford anything else. Their support sucks.
