They do have programs like this in the US. My high school had a program that students could work on their junior and senior year after some core trades classes were taken. The students went out to a construction site and helped to build a home from the very beginning of construction. Of course I am from rural Indiana, not New York City, Chicago, etc. Most students are pushed to go to college, not to go to work or be an apprentice.

I am not sure where you are from, but school systems in the US are run by the local city. They must follow state and federal rules, but the classes they offer can vary from school system to school system. I taught overseas where elementary schools and junior highs were supported by the towns, but high schools were supported by the prefecture/state. High schools there were specific to what the student wanted to do after graduation.

I think a program like this would exist if people wanted to get into the trades. Schools push so hard for tech and computer training that kids are never exposeed to the trades. The other reason is there is not a lot of money in the trades right now.

There are many schools, mostly high schools and community colleges, that offer a Building Trades class, in which students, both male and female, learn about the basics of construction, wiring, plumbing, roofing, flatwork, just about every aspect of home building there is. In many classes, the project is to build at least a three bedroom home each year. The home is then sold through a local realtor and the proceeds go to fund the next home.
