The best thing I've ever seen for smoke is Stanley Home Products wall cleaner. We used it after a house fire (furnace) where there was smoke damage and it cleaned it up and removed the smell from the walls.

One of the most effective ways to deal with the smell of cigarette smoke is to air out the room for a short time every day. This will also help prevent new odors from building up.
To neutralize the smoke smell, place saucers of white vinegar around the room and near affected furniture.
Charcoal or baking powder has a similar effect.
Leave it in the room overnight or for several days, preferably with the room closed off.
Then thoroughly air out the room again.

Use a product with trisodium phosphate in it. It's great for removing greasy film for walls, windows, etc. You can find it in any department or hardware paint section. I even use it to wash walls before I paint. It primes the wall so you don't have to worry about using the same type of paint as what's already on the wall. But it's definitely good for greasy film also.

I'm afraid you're going to have to scrub the walls. Ammonia and water is the best way. I've been a smoker for 23 years, and there is NO way to get rid of the nicotine unless you scrub it off. My advice is to NEVER smoke in the house, we don't, anymore.

Primer and then paint. Also, don't smoke in there anymore. It will just add to the problem. If its not you, make sure that the carpet, curtains, blinds, and furniture is clean too.
