Its an urban legend.Check out snopes.com it says that a city in finland was in a financial crunch and an official decidd to stop buying donald duck comics for the kids and went with sports activities.During an election this rumor spread and the only person besides the official who could dispute was also running so he remained quiet to win the election.

Most likely because he goes without pants and just a jacket. I don't know for sure but that's what I heard.
