I am a plumber. It is the Thermocouple. You need to remove the burner from the bottom of the heater, vacuum out the burner to make sure the burner tube is not stopped up. The thermocouple goes out to shut off gas, it is a safety device. You'll need to replace the thermocouple. It'll cost around $15.00 to $20.00.

There is a draft coming in from somewhere that is blowing it out. If that is not the case then it has to be a problem with the gas supply. If it is consult a professional
