In all sports could exist a tie, it depends of the system of play choosen for the tournament:
# If it is the league system, then you could have matches ending in ties.
# If it is the knock-out system, then you would always have a winner and a loser.

For the Fifa World cup, they use both system:
# First round is played by the league system
# The round of sixteen, quarterfinals, semifinals, play-off for third place and final will all be played in accordance with the knock-out system

FYI: there is no ties in baseball because they play under the knock-out system.

there are ties in the games for 16 round. After that, if there is a tie, in order to eliminate one of the teams, there is a series of goals kicked by both teams, 10 times, and whoever scores more goals qualifies

soccer does not always allow ties. At this point, rankings are based on points. therefore, tie breakers are not mandatory to determine a winner, because points are what allows teams to move on.
