There could be several reasons. One could be a virus. If you have a virus scanner, I'd suggest checking that. If not, you might want to have a computer professional look at it. I've been working on a computer at work that had a problem similar to this. I at first thought it was the hard-drive, replaced that, but the problem didn't go away. I noticed that the capacitors on the board weren't flat (The tops were pushed up, and one was leaking fluid). That's not good, since that's the power-supply. If that's the problem, you may need a whole new board. But, like I said, you'll want to check with a computer professional, and have him/her look at it to be sure (unless you know what you're doing, then by all means, do it yourself and save some money).
A couple of other suggestions: try starting in safe mode. If you don't know how to do this, when you boot your computer, press F8. If that doesn't work, try to boot it with command prompt, and run a directory of the C: drive, also make sure you check system 32 to ensure that all the files are there. To do that, you'll have to go to c: windows\system32 dir
That will let you check the directory of that, and help you ensure that all your files are there. This is a list of the files that should be there. If one of these is missing, you won't be able to load Windows correctly: http://personal.cfw.com/~tkprit/files/files32.html
I hope this helps.

sounds like a virus
think maybe the blast virus causes this problem
download from microsoft will cure that or try AVG
if not restore to a time previous to the problem as it could be a fault in the registry or did the problem start after you installed a program? if so uninstall the program
if you have a XP disc you could load that and try to repair or reinstall
remember bakup all info on the hdd that is important before you start any repairs

Well first i would go to safe-mode and see if anythings wrong. If you find anything try to fix it, then if thats not the case go back to safemode backup all the files that you don't want to lose, and pop in your Operating System Cd and reload it. If it comes back tell me i bet i can help.
