Marvel : Magneto - He has seen the evil of the world first hand (Holocaust) and even tried to solve the problems between mutants and humans peacefully with Xavier. He just sees everything in a extremist vision, which is based on all the hate and violence he grew up with. I even think that Xavier has been more "evil" in his ways than Magneto, he hides his true plans and lures people into following him and has even tampered with his opponents and students minds.
DC : Joker - Not that I want him to win but he is by far the most evil character in any fictional work ( movie, comic, novel, etc.). What makes him so evil is he has no reason to love killing people, he has no imbalance, no sickness, or no motives. He just plain out likes to see people die.

Joker---I sympathize him for the reason he became THE JOKER.He hates Batman for interfering in his revenge.And after all in the end he was killed by his own adopted son (ROBIN). I wish he could win.
Shredder---The super-villain in Ninja Turtles....His Armour, His looks, His powers all Fascinate me. Such a cool villain is rare to find.
Mewtwo---In Pokemon movie 1, Mewtwo, a clone posses as a super-villain.He is invincible, Thank god he called a truce.
Sinister six---The six villains in spiderman when comes together are invincible

Darth Vader is much more attractive as a character than Luke Skywalker. I always secretly root for Darth in some way. Luke is just lucky he has Han Solo on his side.

In the Marvel Universe..probably Carnage. He is sooooo bad and just laughs it off. He keeps smacking Spider-man around and defeats him at times.
