I suggest 9600 PRO (Ati) if you can afford it, its a good value for money card if you want to save some money. However the next step up would be a GeForce Nvidia 6600gt.

An ATI Dual monitor video card with TV tuner
Its fast, you can use two monitors and you can pipe TV to the computer from cable or satellite to record like a TIVo and play it bask as well

Need a little more info to answer your question. Do you mean pci-express, agp or regular pci? Also, what for? I'm guessing you mean gaming but...
