Every team use two type of jersey, one when there are playing as home team and it is known as the official color, and the other when they play as the visiting team and its known as the reserve color.
These colors have been presented and aprove many years ago, so each country now uses those colors for there games. Normaly it should be the colors of the country's flag, but with so many countries with the same colors, it was necesary to define and distribute the colors between the countries, some had the luck to get their colors and others had to settle for a different color ...but the diferent options were presented by the own country.
The reserve color was created, because the official color of two countries playing a match, looked a like.

For Italy the Oficial color is White Jersey and the Reserve Color is Blue jersey.
For USA the oficial color is white jersey with a stripe and the reserve color is blue jersey with a stripe.

Because US was playing as the home team, he could choose to use the white jersey, and Italy had to use the reserve color. If the official color of US was blue, then Italy would had had to play in white.

There seem to be varying stories as to the origin of the blue jersey for the Italian national team, but the most commonly accepted seems to be that it was the livery (uniform) color of the House of Savoy.

It's worth noting that nearly all Italian national sports teams also wear blue.
