hv u shown some interest to him? if not maybe that's why. but if u did, maybe he just shy or didn't know how to start it. just give him some clue/hints.

if he is genetically incapable to ask you out then why not show him how its done the right way

maybe is scared to ask you out and doesn't want you to say no. so why won't you ask him out instead
