A match can end in a tie only in the first round, because the matches are play by the league system, each team playing one match against each of the other teams in the same group, with three points for a win, one point for a draw and none for a defeat. To rank the teams, in this phase there exist a set of rules (see at the end), and the two teams coming first and second in each group qualify for the second round or group of 16.

But, the round of sixteen, quarterfinals, semifinals, play-off for third place and final will all be played in accordance with the knock-out system, that is: we will have a winner, to do so they will play regular time, if no winner then extratime, if no winner then penalty shots, until you get a winner.
.
RULES FOR RANKING THE TEAMS IN THE FIRST ROUND:
The ranking of each team in each group will be determined as follows:
a) greatest number of points obtained in all group matches;
b) goal difference in all group matches;
c) greatest number of goals scored in all group matches.
If two or more teams are equal on the basis of the above three criteria,their rankings will be determined as follows:
d) greatest number of points obtained in the group matches between the teams concerned;
e) goal difference resulting from the group matches between the teams concerned;
f) greater number of goals scored in all group matches between the teams concerned;
g) drawing of lots by the Organising Committee for the FIFA World Cup

I suspect from your question that you are American. It is my understanding that in most American sports if after normal time the score is tied the game continues until there is a winner.

In the rest of the world that is not always the case a draw is a valid result and extra time is only played if a result is necessary. EG in the FIFA World Cup during the first round each team plays 3 games in their group gaining 1 point for a draw and 3 points for a win. After the 3 games have been completed the two teams in the group with the most points go forward to the next round.

However all the subsequent matches are effectively sudden death and if after the normal 90 minutes the game is drawn 30 minutes extra time will be played. If this doesn't produce a winner then penalties will be taken to determine the winner (this is where England get knocked out).

In some games such as Cricket the teams can play for 5 days and still only finish with a drawn match.

You need to realise that only the USA seem to think each game has to have a winner and a loser. In the rest of the world we have a concept known as a draw to cover those eventualities when both teams play equally as well ( or poorly )!

The second round onwards is a knockout competition so that should keep you satisfied.

Its a shame the USA public know so little about football because your players are always improving and can be as good as the major football nations on a good day.

You get 3 points for a win and one for a draw. Then the total points are added up after everyone has played everybody else, it's simple, the whole world gets it.

The USA is the only place which works out win pecentages and games back to make things comlicated, I mean how can you be half a game behind another team?

In the knockout stages matches go to extratime and penalties.

No, because the top two teams in a group move forward. The top two teams are determined by a point system. You get 3 for a win, 1 for a tie, and 0 for a loss. If their is a tie in points, then they go to goal differential.

not when theres a point system. I think its 3 pts. for a win; 1 pt. for a tie; and 0 pts for a loss. Once we get to the single elimination we will go to penalty kicks to decide a winner.....

and everyone stop trashing us americans...
if he/she didnt know this its not that big of a deal. we americans are associated with having a winner and a loser and thats naturally what we think. And in the NFL after one overtime if theres no winner we have a tie, and in MLS at the end of reg we have a tie so its not everything

in this first round of the 32 players, the game can end in a tie. later on, in the 16-team round, it's a "sudden-death" playing, where the game goes into overtime if it is at a tie at the 90-minute mark. it'll continue on until someone score a goal, winning the game

Who makes the rules? YOU?
The world cup has been going on for 80 years.
A win is 3 points a tie is 1.
Deal with it.
When they qualify to the knock out stages, then the game has to go to extra time.
And if nobody scores, it goes down to penalty kicks.

Why do people think there always have winners/losers in competitive sports?. Soccer can have really interesting games which turn out to be draws. Last night's game was a case in point.
