Wow, you sound a lot like me! The only difference is that I have dark blonde hair instead. Anyways, what I do is wear a little Covergirl foundation and powder with either a thin line of of dark brown Covergirl eyeliner that or black Maybelline Great Lash mascara after curling my lashes. (I discovered recently that both together generally looks too heavy.) I also wear natural looking lip gloss. Experiment a little to find what works best for you with your skin type and features, but always keep it natural and low-key.

Honestly there is no right way to wear make-up it is your own style.. but of course lipstick goes on lips and eyeliner goes on eyes!

you should get the Sonia Kashkuk book on Beauty. it tells you how to apply makeup correctly for your skin tone, and how to experiment. it comes with a CD-ROM, too.

Natural.
Go with colors that blend in with your skin color and such. Make it look suttle, like you're not wearing make up at all.
