Try spraying some WD-40 on the tar, let it sit a minute or two and it should wipe right off. Just make sure to wash the mat with soap and water after cleaning, or you'll have one slippery floor mat!

Suck as much of the water out with the vacuum at the car wash, or a wet/dry vac. Then place it outside to dry. Do not install it until it is completely dry. You can also clean the floor of the car with a vinegar and water solution to kill any mold that may be there already.
