i was born on Jan. 28 (Aquarius)and i know alot about aquariuses but i wanted to hear another side of the story

heres a little brainstorming...hmmmm water bearer wouldn'nt that be a cloud its in the air but produces water and other weather..so thats the answer to the second question it is the air but really it has two elements water and air this sign is trully unique

Anyway, I'm not sure what "[other] side of the story" you're looking for. I can't answer your second question because I haven't researched astrology in years, not since I was in high school.
