Here's what happened. Coach calls time and goes out to mound for a team meeting. Ball is then slipped to third baseman and the team goes back to positions. The pitcher walks up to but doesn't stand on the rubber. The play doesn't work so the third baseman throws ball back to pitcher. Is this a Balk? It would be a balk if the pitcher had put his foot on the rubber correct?

From Major League rules;

8.05
If there is a runner, or runners, it is a balk when --

(i) The pitcher, without having the ball, stands on or astride the pitcher’s plate or while off the plate, he feints a pitch;

In HS baseball, and most youth sanctions , the rule is within 5 feet of the rubber.

It is a balk if the pitcher stands on or straddles the pitchers mound, even if he doesn't feign a pitch.

MLB rule 8:05

If there is a runner, or runners, it is a
balk when --
(i) The pitcher, without having the ball, stands on or astride the pitcher’s plate or while off the plate, he feints a pitch;

Comment: Umpires should bear in mind that the purpose of the balk rule is to prevent the pitcher from deliberately deceiving the base runner. If there is doubt in the umpire’s mind, the “intent” of the pitcher should govern. However, certain specifics should be borne in mind:
(a) Straddling the pitcher’s rubber without the ball is to be interpreted as intent to deceive and ruled a balk.

If the pitcher even is standing on the mound it would be a balk. Doesn't have to have his foot on the rubber.

the pitcher cant even be on the mound they have 2 be on the grass becuz we tired it this year and they called a balk and the coach doesnt even have 2 go out there

correct his foot has to be on the rubber to be a balk and the best idea is to straddle the rubber with ur back foot very close to the rubber but not touching and do not move. we have pulled it off many times slipping it in the 1st baseman's glove.

Im pretty sure if the pitcher doesnt have the ball hes not even suppose to be on the MOUND!!

No balk. It is only a balk if he is on the rubber.
