When there is no difference in the services that they offer?

There is a MOTEL in Orange City, Florida, the Days Inn, that is NOT a resort.
I got bedbugs and there were gangs of hoodlums drinking outside my door all night, the A/C would not turn off and the room reeked of bug spray, the room was so small you had to climb over the bed to get to the bathroom.

A resort has room service and cool things to do like get a massage, ride a waverunner, eat at a few different restaurants.

Bare minimum, it must have good room service, a pool, and have recreational activities and offer massages.

It mostly has to do with the extras, amenities and service you get. Usually a resort is a little fancier than a regular hotel or motel. The service may be better and more personable. They offer room service, possibly a spa, etc.

A hotel and motel are more for budget traveling and tend to be your names like Comfort Inn, Days Inn, etc.
