They can, but it's usually not the best bet if they weren't litter buddies to begin with because the larger one will want to assert his dominance by attacking the other. If the other is too young, too small, or deemed too unhealthy, there is always the possibility it will be killed. Though, normally, rats aren't so aggressive.
I would suggest bringing both to neutral territory and see how they react. (Such as bathtub.) Make sure you have a spray bottle of water with you. Put both down and see how they interact. If an immediate fight happens and the little one starts screaming, spray the water bottle as best as you can on the attacker to send him off and take the smaller one out.
Chances are they won't get along and should be in separate cages if the above occurs.

I had multiple rats in one cage and they got along. I brought them home the same time so the cage was new to all of them. But they have alot of babies and you will have many rats.

It depends on the rats. I would not keep them in the same cage but if they do well together try it. Try seeing if they play well together and dont fight alot. Hope this helped!!!

rats are NOT generally mean to each other. let them meet outside of the cage first and they will probably be friends.

I would not try it, the bigger rat will probably kill the other, unless they were male and female.

I don't think so.One might kill the other.Or the bigger will take the little ones food.
