Get you a big jug of "Roundup" weed and grass killer and a pump sprayer. Spray yard well..don't skimp. Wait, and do it again...keep spraying every month until fall. Rake or use a harrow and scratch your dirt up a bit, and seed with a quality grass seed, Check the bag, and makes sure it was harvested for 2006 planting season. Water daily...Fall is absolutely the best time to reseed...Though, the old farmers say you can seed grass in any month that has the letter "R" in it. . If you have dead weeds you really need to rip it up rather than just mulch it, or the weeds will come back into the new lawn. The
only way I know to do that is to pull it or burn it. Maybe if you spray
weed killer on it and let it set for a few days that might do the trick. My lawn is dying too for the lack of rain.

You should put it together with a rake and then put it into those blue conservation bags. I think the environmentalists use your grass products for renewing things. Otherwise, if you are just sick and tired of seeing everything out there, just throw it all into a hefty garbage bag. Then you can clear everything away and plant a new seeding OR use sodded pieces to replace those deficits in your lawn. I know that you will be a success. Don’t rip it up… just mow it like you usually do, if your mower don’t come with a bagger then rake it if necessary. Then try some commercial turf builder/ Selective Herbicide like Scott’s.
