If the original shingles were normal 3 tab type, you can set one layer of new shingles over it...use felt paper over old shingles and go for it. If already two layers, strip and re-roof...it is time to examine the roof decking anyway. Good luck

It's really never a good idea to shingle over the old ones you are replacing them for a reason so do it right or it will cost you more in the long run and it really doesn't save you much money in the first place

You can shingle over old shingles once. After that the roof must be replaced. Use a professional roofer or you will regret it.

Different cities have different code requirements. Our city will let you have 3 layers of 3-tab type shingles, although I wouldn't recommend it- it makes for a spongy, easily damaged roof.
If you have to tear-off, you might as well tear down to the bare wood & lay new felt. It makes for a nicer installation.

2 layer max.........but if the old shingles r curling up on the ends or they r very brittle then tear them off and go single layer.
