"Should" is not relevant. HR people are employees of the corporation, their duty is to the corporation.
But, most people don't realize that... causes lots of nasty surprises.

A good Human Resource Manager should look at both sides before taking EITHER side. Obviously, he/she should take the companies standards and welfare into consideration, but also he/she should also veiw the employee's problems as well. The Human Resource Manager is the basic go between for the employee to the employer.

Human Resources Managers must be advocates for their employees in the sense that they must understand that employees need and deserve assistance in dealing with daily work issues, promotions, transfers, etc. However, advocating for employees does not mean "taking sides," as the question that should motivate a human resources manager is what is in the best interests of the employer's business. This often means not doing what the employee wants, and if often means attempting to educate company managers as to what is in the best interests of the company overall.

the human resources manager shouldn't take a side with either they are there not only to help the company but the employee. a good manager would know how to handle any type of situation and would not be afraid to say there is a problem and something has to be done. this is the reason they are the manager the have to have enough respect for the company and employee and as well as get respect from both.

Human Resource Managers are impartial. It is their job to create and maintain policy nothing more nothing less. When there is a question as to who is right or wrong it is their job and their duty to uphold the policy that is all ready in place. When you go to work at a company they always have rules. When you sign saying you are going to follow the handbook that was your choice. If you do not agree with something in the hand book than when you sign acknowledging that you will govern yourself according to it than you should take the time to read it and note on your acknowledgment what policies you do not agree with and why. A good human resource manager is all about maintaining policy at all cost. Whether it is the employee or the employer that is correct.

Well HRM have to maintain balance between employees and employer for the better output of the organisation and good employees and employer releation.
when the safety is ignored, person are depress, financial, medical, problems there can be worse the HRM has to give some benifits to the employees.
It give motivation to perform better there is X and Y theory..
people who work as HRM they have to understand both sides for making decision.
education is very important. industry need skilled people and if they are ignored how industry will survive .. managers cannot work like workers.
people need money and they will do work under you so you also decide how much u have to pay each depending upon skill level and work output of that person..

HR always is charged with siding with the employer. It is the only reason they exist. The days of "we're here to help you" went away in the 1980s.
If you're actually doing research, get a book called "Corporate Confidential". Costs about $15 in paperback at Barnes and Noble. Very blunt discussions of how HR really works. They're in business to keep the company protected FROM its employees.
Amazon.com has it a bit cheaper - check their site for a free excerpt. Anyone who tells you that they're trying to be fair is either lying or naive.

The purpose of any person employed by a company is to serve the company. HR managers are no exception.
Remove the "side" part of your question. If the company is wrong in its policy or procedure, the HR Mangager's role is to champion a change to protect the company.
