Begin with a hard plastic child's swimming pool (blue if possible). The pool is preferable to a a liner because it will not tear, and it is difficult to destroy. Blue tints the water, but any color will work. Dig a whole large enough to sink it.
Decorate the edges with natural rock that you can collect yourself or purchase at a nursery. I would plant lillies, hostas, or ferns on one side. You can also plant rose moss in the rocks.
You can pick up an inexpensive pump at Wal-Mart, Lowes, Home Depot, or your local hardware store. If you can find an old fashioned hand pump at a flea market or junk yard, it would look very attractive with the water running out the spout.

Super Wal-mart, Lowe's and Home Depo all have kits you can buy, they include a liner, pump and directions. You can go and check them out and possibly get your ideas from them. (Though I did pricing, and you really are better off buying a kit, than each piece seperately. You will have to purchase, or gather any rocks you might want seperatley. Also you'll have to treat the water at least once a week to keep the alge from growing, unless you add plants and/or fish to the pond. A decent water pump runs between $30 to $50 dollars. (depending on how many gallons you want to pump per minute)

Dig pond by hand to the demensions you want. Then go to Lowes and get pond liner and cut to size.
Buy a pump for water lift and get a bunch of flat rocks to build your water fall. Seal backside of rocks (rocks should be angling slightly toward pond for water flow.), after you feed your pump line through, and BAM! you have a pond with fountain.
