The shutters are exterior, though I am not sure if they are plastic or wood.

You don't say whether they are interior, exterior, plastic or wood shutters. But, I just painted my exterior plastic shutters with that new plastic spray paint. They were white and I sprayed them black. They look awesome! I was so disappointed that they were plastic and not wood, but I am really happy with the way they look now.

That depends on what kind of shutters they are. If they are wood shutters and the wood is still good, just repaint them. If they are plastic and are faded they have probably lost most of the plasticizer that keeps them flexible and from breaking. You might be able to extend the life of plastic ones by using Armor All on them. It is basically a plasticizer and should help extend the life some. But if they are plastic and fading I might consider replacing them, because most of the life is gone out of them already.

Spray the old one...use the money you would have used to buy the new ones to do something else....prolly buy a little gift for someone that you may have forgotten for a while just to show them that you really haven't forgotten them & that you appreciate them :)

Are they working Shutters, or decorative? take them down, strip them and use Cetol or Linseed or some type of wood varnish.

Clean the old ones if they are in good shape and repaint with a good exterior semi gloss paint.
