Seedless watermelons are planted from seed, but they are a special hybrid which has sterile offspring - and is therefore seedless.
So the seed to make seedless watermelon needs to be generated (by making crosses between fertile plants) each time rather than by collecting seed and replanting.

And if it isn't a riddle....
Just grow a watermelon and carve out the seeds with a knife, or a abnormaly large pair of scissors...
