Yes and you don't need a visa immediately. I think you have 30 days. I just returned from 5 months there. Even if you don't get your visa, it would only cost you about $50 to leave the country. Have fun. Don't invite anyone back to your hotel. Watch your stuff, but you'll love it. Most people are awesome. I think of it like New York. If you have any other questions, let me know.

depends on how long you are going to stay. here are the entry requirements and who you contact:

PHILIPPINES - *Passport and onward/return ticket required. For entry through all international ports of entry, visa not required for transit/tourist stay of up to 21 days. A visa is required for longer stays and business. Visas require 1 application form, 1 photo, onward/return ticket, and $30 fee for single entry and $60 or $90 fee for multiple entries. Proof of sufficient funds and company letter needed for business visa. A Passenger Service Charge of Php550 (US$11) must be paid in Philippine pesos when departing the country from international airports. You must have a onward ticket you will get a 21 day visa upon entering the Philippines. You can extend if you desire. If planning to stay more then 21 days extend as soon as possible.

yes you can, i just did the same thing and stayed 13 days. could have stayed 21 as they stamped on my passport when i entered. its confusing when you arrive at the airport everyone else knows where to go so follow people who look like americans or tourists they may have been there before and know which lines to go to. good luck.
