What I'm actually asking is, I would like to buy my own server and link it to the internet to allow people upload photos and video. How would I go about linking my server to the internet to allow people to view the content, still retain power over my server and give my server its own domain.

Your first step is to find an ISP that will provide you with a dedicated IP address and the bandwidth you will need.
Once you have that in place, you register your domain name.
