Why do SOME people think it is funny and cool to be rude?

you know the kind of people I mean. They think it is ok to be rude and hurt people....if they can get a laugh.

Immaturity and cruelness combined, lack of empathy. Although among our society, I really think it drastically worsened due to television, esp. The Simpsons for our kids and younger generation. They think being mouthy is the norm. And so many other sit-coms through the years now...the behaviour you describe is the norm on so many of them.
Also, I think some people grow up in homes where the family sat around and watched that crap and then talk like that in the home. The parents became negative role models, not the ones who teach you not to treat others that way.

I don't think its cool and usually when someone does think that its cool they think that everyone around them thinks so. So basically they do it for attention.

those people have issues of their own. they feel that if they are laughing at other people then no one will notice their faults

They are ignorant and there is their fear of the unknown and were probably brought up by drug addicted hippie parents.
