Sadly, there isn't any service that does this for free, that I know of. But, I can tell you that if there IS a service like that, it wouldn't be banner/popup free.
I suggest you go ahead and pay a small fee and get yourself some actual webhosting. DreamHost is a GREAT service. I only paid a tiny amount of money and got TONS of storage space and bandwidth with them. And they've also got some of the best customer service around. I had a question with a website hosted on my webspace, and they helped me out within the same day. Great service, indeed. And their prices are unbeatable.

I think brinkster.com still have free accounts and support a variety of server side languages.
