you could almost say no, because the amount of toxic crap you put into the environment is so minute that it will do absolutely nothing to the environment, that is if you do it only once. but if you do it frequently is will have a minute affect, so small that not even the most accurate device of measuring the amount of carbon wouldn't detect it. and besides, nature releasing carbon is 1000 times more threatening, like trees rocks and the remains of micro-organisms. they slowly get exposed to the environment and release their toxins. so technically, burning a barrel would make no difference but burning a hundred would (slightly)
as for disposing it in oter ways, try the dump

I would say its better than putting it in a dumpster...when you put it in a dumpster it goes to a garbage place and it's on the land and the garbage is deteriorating into our soil and our soil is becoming our trash. So every time you pic up the dirt think about that tissue you used last week! lol! DON'T burn it in a plastic bag!

If you are burning plastic, then yes. If you're just burning bio-degradeable products (like plants and grass clippings) then no.
