Tolak is correct. It is a common problem. But it isn't a dangerous problem. It becomes dangerous to the fish when the owner thinks it is dirty and continuously cleans it.

When you do water changes, do you change all the water? 50%? 25%?

It is recommended to change 25% of the water once a month with a gravel vacuum (cheap and easy tool to use you can buy at Petsmart) and replace the filter pads/cartiages.

Changing all of the water (or a lot of it) will cause good bacteria to rapidly grow. When you have a lot growing you have a cloudy looking tank.

The tank clairfier chemicals they sell may work for a day, but they tend to make the matter worse.

The only way and best way to correct the problem is to leave it alone and let it clear itself up (can take up to a month) and only do water changes when needed.

Since you have goldfish, your water may be dirtier then normal. You can change 25% of the water every 2 weeks if it's really dirty. By dirty I don't mean cloudy - but actually dirty with waste.

I also reccommend buying a larger filter.

Bigger is always betta. I have a 40 gallon filter on a 15 gallon tank with a small Oscar in it (a very dirty fish) and my tank is always clean.

Goldfish & plecs are some of the messiest fish out there. If you had them in anything less than an overfiltered 55 you will have problems.

White cloudiness is a bacterial bloom, usually occurs in an uncycled tank, an underfiltered tank, an overstocked tank, or one that has been stocked too quickly. You nitrifying bacteria don't have a chance to establish themselves in the filter media & become free floating.

Some fish like goldfish that live in cool water unlike tropical fish that require warmer water to survive get a disease called ick that only grows in cold water. Ick then starts to grow on the fishes scales and will make them look white. You can buy a liquid to put in the tank that is for ick and that will stop the disease from growing.

Your question isn't very specific, but it sounds like the water you are using in your tank is too "hard". you would need to clean out the white stuff (calcium buildup) and use bottled or filtered water in your tank. you should also vacuum your tank regularly.Optionally you can purchase water softener.
