There are lot of portals available which are offering free hosting with advertizement.
If you are interested in something like blog then try wordpress.

In brief:
1. Answer yourself what category of your site will be.
2. Gather information, facts, articles, etc. you wan to upload them onto your website.
3. Study HTML Language to be used in editoring web pages.
4. Edit or build your webpages as you like.
5. Find a webhost whether for free or not
6. Upload your webpages onto the computer server which your webhost serves you day and night.

Go to bluevoda.com , my son made a web site there for his class in school, it turned pretty cool. They have all the tools you need and tutoriols, and tell you everything you need to know.

i would try geocities at yahoo, if you find that you can and enjoy operating a web site, then invest in a good hosting service and get your own domain name
