I think that R.A.B. is Sirius' brother, Regulus Black. We know that he was a Death Eater, and that he was later killed because he wanted out. I believe that he stole the real locket Horcrux, tried to destroy it, but it ended up at his childhood home at Number 12, Grimmauld Place. In Order of the Phoenix (American Edition) on page 116, "a heavy locket that nobody could open" is mentioned. I think that this is the real Horcrux, and now that Harry owns Grimmauld Place, he, Hermione, and Ron will go there and discover it. Here is what J.K. Rowling had to say about R.A.B. in an interview with Melissa Anelli and Emerson Spartz of The Leaky Cauldron and Mugglenet fansites:
MA: R.A.B.
JKR: Ohhh, good.
[All laugh.]
JKR: No, I'm glad! Yes?
MA: Can we figure out who he is, from what we know so far?
[Note: JKR has adopted slightly evil look here]
JKR: Do you have a theory?
MA: We've come up with Regulus Black.
JKR: Have you now?
MA: Uh-oh.
[Laughter.]
JKR: Well, I think that would be, um, a fine guess.
MA: And perhaps, being Sirius’s brother, he had another mirror –
JKR: [drums fingers on soda can]
MA: Does he have the other mirror, or Sirius’s mirror —
JKR: I have no comment at all on that mirror. That mirror is not on the table. [Laughter from all; Jo's is maniacal.]

I think it's Sirius Black's brother, Regulus Black. I think he was killed by Voldie-shorts for not following orders or something, wasn't he?

more than likely sirius BLACK's brother, since there isnt anyone with the last name of "brown" anywhere in the series.

its kinda Regulus Black, but stil dont know wad the A refers to.
stil if its true, dont u find it surprising? i know that regulus bloke is one of U-Know-Who's Death Eaters. cant believe he ever tried to beat his horrible Lord, though.
