For example Mexico has 4 points and is +2 in goal differencial, and Angola has 4 points and is +2 in goal differencial. How does the FIFA decide which one will qualify out of the group stage and into the round of 16?

The FIFA tiebreaking criteria for the Groups phase (32 Teams) of the World Cups is:

If teams are even on points at the end of group play, the tied teams will be ranked as follows: (criteria 4 and 5 are only applicable to 3-way and 4-way ties)

1) Goal difference in all group matches.
2) Greatest number of goals scored in all group matches.
3) Greatest number of points obtained in the group matches between the teams concerned.
4) Goal difference resulting from the group matches between the teams concerned.
5) Greater number of goals scored in all group matches between the teams concerned.
6) Drawing of lots by the Organising Committee for the FIFA World Cup.

Teams shall be separated by the following criteria:

1. Greatest number of points in all group matches
2. Goal difference in all matches
3. Most goals scored in all group matches
4. Head-to-head result (the result of the game of the teams tied)
5. Drawing of lots

During the 1994 World Cup, ALL THE TEAMS in Group E finished level on 4 points and on goal difference (!). Mexico won the group by scoring the most goals (3-3), Ireland was second because even though they had the same goals than Italy (2-2), Ireland had beaten Italy 1-0. Norway (1-1) finished last.

The last resource, drawing of lots, has been used only once, in the 1990 World Cup Group F. England topped that group with 4 points and Egypt was last with 2. Republic of Ireland an Holland had both 3 points and 2-2 on goals record. To make things worse, they drew 1-1 in their game. So a draw had to be made, and Ireland went through in second, Holland in third.

Simply put, it depends on the 3rd place team. If mexico beat the 3rd place team lets say 2-0 and angola beat them 1-0 then mexico advances purely on the factor of the next common opponent.
