What the question takes for granted is that there is some entity that can be called 'World Power' with all the accompanying connotations of how that power can be used over others in various ways. The question is not just irrelevant, but also dangerous in that it promotes the desire of and acquisition of power that OVERPOWERS, whereas real power PROTECTS.
To answer the question in a limited context, India is making progress here and there; its urban elite earns more and has access to modern technology and many comforts that are perceived as part of a lifystyle worthy of envy and emulation. Yet, there are huge slums in the cities, which portray a stark contrast between urban prosperity and urban poverty, seen as they are side by side. Millions in rural India still suffer for want of basic necessities of life and have little or no access to education and healthcare.
It is not only erroneous to speak of India as a world power in the making, it is ridiculous and perhaps even sad to even suggest that transition. The question, in a sense, betrays our preoccupation with POWER. If we instead concentrate on questions relevant to peaceful cooperation and coexistence, we will ensure a better world for all humanity. The least we can do is to refrain from asking such questions and by so doing save ourselves precious time and energy.

India does show some promise but I think Pakistan, it's neighbor, is closer. They've harbored terrorists. They have more of a religious backing. They have incredible technology.
