Of course it would be landing since the tires are suddenly accelerated from approx zero mph (they might be spinning slightly from the wind) to approx landing speed within a few milliseconds. Talk about your laying rubber. I heard of an experiment that a aircraft manufacturer attempted to minimize this by putting vanes on the rims to get the tires up to speed before landing. The biggest trouble with this is was now they had 18 huge spinning gyroscopes and it really hampered landing (it was a 747).

They do. Especially when the pilot makes a hard landing or one where the tires are NOT aligned down the runway as in a crosswind landing done poorly. I am an aircraft mechanic and I have seen many damaged flaps from pieces of tire hitting them. I have heard of engine failures on rear engine planes where chunks of tire were ingested into the intake of the engine. The big planes don't get many landings on a tire. But the tires have been improved tremendously over the years. Most airlines use recapped tires as long as the core is still usable.

Landing, when the tire surface is moving 100-200 miles per hour relative to the ground, wearing off a lot of tire and generating a lot of heat. During takeoff, the tire surface is always motionless with respect to the ground at its point of contact.

I'd say the landing of the plane.The tires have to absorb the impact of landing, then stop or slow down as the brakes are applied, whereas during take off, the tires only have to get the plane up to speed - hardly any abuse!!
