The answer is subjective and personal. The concept of romance and romantic changes over time. Gone with the Wind, Casablanca, yes they're oldies, but you get an idea of what romance used to be then. Romance used to involve unrequited love, sacrifice, prudence, hope, and a lot of waiting. Giant, with Elizabeth Taylor and James Dean is a great one
Pretty Woman,
Sleepless in Seattle,
Frankie and Johnny,
my all time favorite is Sense and Sensibility.
On the other hand you might try reading, there are some great books that never made it to the screen, and I´m not talking about the romance section in your bookstore. I read The Heart of Green Jade by Salvador de Madariaga and it mixes romance and history in one, great book. Or Lavyrle Spencer who does nice stories about the most unlikely love matches. Anya Seton wrote one called Green Darkness, its been out of print for years, but if you find a good used copy or your library has one, it´s worth a try. It´s a personal opinion obviously but the concept of romantic movie can span from dramatic to comic, its a matter of your own personal preferences. There´s a bit of romance in every movie. And not all of them have to make you cry.

I love romantic movies! Some good ones are:
Untamed Heart with Cristian Slater and Marisa Tomeii. He saves her and they fall in love.
The Notebook with Ryan Gosling and Rachel McAdams. They fall in love and are separated but return to each other.
Keeping the Faith with Ben Stiller, Edward Norton, and Jenna Elfman. A priest and a rabbi fall for their childhood friend.
Forrest Gump (the line "I love you Jenny" always gets me).
Moulin Rouge with Nicole Kidman and Ewan McGregor. A poor writer falls in love with a prostitute promised to someone else.
When Harry Met Sally... with Billy Crystal and Meg Ryan. They hate each other, become friends, and fall in love over the course of 12 years in New York.
