It depends. Best in what way? Generally speaking, it's the United States. By measure of liberty, opportunity, standard of living, civil rights, cleanliness, disposable income, public safety, religious freedom, employment rates, home ownership, tolerance, acceptance, fairness, criminal justice, economic choices, and contributions to global prosperity and well-being, no other country even comes close.
Even U.S. citizens below the poverty line experience a standard of living unknown to most of the world. Many own their own automobiles, computers, and televisions, live in climate-controlled homes, don't suffer from starvation, have access to excellent medical care, education, mass transit, and have telephone service.
